Background and Significance of the China Energy Label

China is one of the world's largest producers and consumers of energy-using products. The rapid growth in ownership of energy-using products has brought with it huge energy consumption and increased pressure on the living environment. By implementing energy efficiency standards for energy-using products, promoting energy labeling to improve the efficiency of such products, and facilitating technological advances in energy conservation, countries all over the world are raising the overall efficiency of energy use, saving energy and reducing emissions to protect the environment.

China's energy efficiency labeling management system, also known as the China Energy Label, is a type of information tag attached to the product or the smallest part of its packaging, which indicates the energy efficiency grade, energy consumption and other indices of energy-using products. It provides consumers with the information they need (including all levels of government, enterprises and individuals) when they are making purchasing decisions, to guide and help them to choose energy-efficient products. Based on the energy efficiency distribution and technical potential/cost-effectiveness of energy efficiency improvement, energy efficiency labels display different grade classifications.

The China Energy Label is a mandatory energy efficiency labeling program with China's Energy Conservation Law, Product Quality Law and Regulations on Certification and Accreditation forming its legal basis. The Measures for Administration of Energy Efficiency Labels specify the definition, implementation mode, management system, supervision and administration, penalties, and other provisions for energy efficiency labels. The Catalog of Products to Implement Energy-Efficiency Labeling and the Rules for Implementing Relevant Product Labels are the rules for execution that standardize the format specifications, testing requirements, filing procedures and verification requirements for labeling of specific products.
