Convening of the General Assembly and Inaugural Congress of the National Technological Alliance for the Standardization of Energy Efficiency and Emissions in Beijing

Members of the Inaugural Congress of the National Technological Alliance for the Standardization of Energy Efficiency and Emissions convened for the first time in Beijing on March 29.Pu Changcheng, deputy director of the Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), Ji Zhengkun, director of the National Standards Administration, Ji Rang, Vice-Chairman of the China Association for Science and Technology, Liu Weijun, engineer at the Certification and Accreditation Administration of China (CNCA), He Bingguang, Central Information Secretary inspector for the National Development and Reform Commission, Tu Hailing, an academic at the Beijing General Research Institute for Nonferrous Metals, and Zhou Dadi, Vice-Director of the Academy of Sciences at the China Energy Research Society were among market leaders and other guests who attended the meeting. The congress passed a written process and elected an Alliance of leading members. The meeting was chaired by Wang Zhongmin, institute chairman. More than 400 people attended the meeting, including representatives of units sponsoring the Alliance, representatives of member units, and senior advisers.

Pu Changcheng pointed out that the formation of the National Technological Alliance for the Standardization of Energy Efficiency and Emissions was an innovative step toward the standardization of energy conservation, and that the improvement of our standards of energy conservation will bring with it positive effects. Energy efficiency and reductions in emissions require participation from all members of society. We need to integrate our strength and wisdom to promote the implementation of energy-saving measures together. The whole of our society needs to follow the lead of this Technical Alliance in participating jointly in technical organization. The National Technological Alliance for the Standardization of Energy Efficiency and Emissions works in accordance with the overall requirements of the state's "Twelfth Five-Year Plan", and in accordance with the duties and tasks of the written process, with the goal of conserving resources and creating an environment-friendly society for the realization of a harmonious society, and to better play a role in energy conservation work, to achieve our large-scale development goals.

Ji Zhengkun pointed out that standardization is both a political and technical task, and that work on standardization of energy efficiency and emissions needs to be both broad and significant for it to achieve the full benefits. The hope is that the formation of the Technical Alliance will strengthen existing communication and collaboration among members, leading to innovative ways of working to play to the strengths of the Technical Alliance, harnessing multiple technical advantages, and striving to explore new models for the standardization of energy efficiency and emissions. Emphasis should be placed on the word "technical" and this must be actively integrated into the national innovation system, leading to industrial development through energy efficiency. Careful examination and analysis is needed of new energy-saving technologies, new achievements, and scientific and technical innovations in order to promote and improve the highest standards in efficiency. The members of the Alliance need to come together to discuss the major technical issues associated with developing environmental standards, and jointly promote the advanced and practical technology that will be used in achieving standardization, and to provide sound technical support for work on standardizing energy efficiency and emissions. Engaging in training and development for strategic new industries that focus on standardizing energy efficiency and emissions.

In his speech to other members of the congress, the first president of the Alliance, Wang Zhongmin, the President of the China National Institute of Standardization, stated that at the start of 2011, the Alliance would lay solid foundations, carry out initial analysis on the current status of energy efficiency and emission standardization, organize research on standards by the Alliance, establish foundations for test verification and testing service capabilities, launch a forum for "China Energy standardization", continue to promote training, consulting, and technical services and so on, accumulate information on standards, technology, markets, resources, and talented personnel, work to their strengths in multiple roles, promoting innovative ways of thinking through pragmatic goals and approaches, and finally to be of good use to the country's energy conservation efforts overall and assist the current economic and social developmental needs.


The National Technological Alliance for the Standardization of Energy Efficiency and Emissions is co-sponsored by 11 units, with 249 units having already formally joined the Alliance. Units that are members of the Alliance and that work in a vast range of industry sectors, including energy producers, energy companies, research institutes in the field of energy conservation, universities, testing organizations, certification agencies, energy service companies, local energy efficiency management, industry associations, and international organizations, will support the relevant government departments relating to energy efficiency and emissions, make the most of each member’s strengths, collaborate at a political, industrial, academic, and research level to promote a coordinated mechanism for energy efficiency and emissions standardization, develop research on "the Alliance’s leading standards" and establish a superior, demand-oriented “technology innovation system for energy efficiency and emissions standardization” that is suited to the market and uses leading technology so as to increase the effectiveness of China's energy conservation standards and our international influence.


The meeting was not only the Alliance’s inaugural meeting, but also the Alliance’s first members’ congress. At the meeting, all delegates passed the Alliance’s written process and elected leading members for the Alliance. The president and vice-president also awarded the Alliance bronze medal to representatives of member units. At this meeting, the National Technological Alliance for the Standardization of Energy Efficiency and Emissions carried out the first phase of their training activities, inviting well-known domestic and foreign experts in the field of energy conservation to talk to the Alliance members on the current and upcoming macroeconomic situation and policy systems for standardization of energy efficiency and emissions, and dynamics as well as how the “Thirteenth Five Year Plan” will affect this. More than 200 representatives of Alliance member units participated in the training, yielding positive results.


Energy conservation and social development has far-reaching significance for China's economy, the establishment of the National Technological Alliance for the Standardization of Energy Efficiency and Emissions marks a new information and technology platform for energy standards in China. These standards will be used to integrate the benefits of all resources in order to improve China's energy efficiency and emissions standardization, and to make new contributions to overall development.
