On December 2-3, 2011 the China Standard Certification Center (CSC), in partnership with the China Household Electric Appliance Research Institute and the No.3 Research Institute of the China Electronics Technology Group, carried out a two-day training course on energy efficiency standards and labeling at the headquarters of the Haier Group. Wang Ruohong, deputy director of the CNIS Sub-Institute of Resource and Environmental Standardization and general manager of CSC, led the ten-person training team that included Cao Ning, assistant to the director of the CNIS China Energy Label Center (CELC), department head Lu Ye, and five product technical experts from the two partner institutions. The course was attended by 225 people assembled from Haier Group's research and development, monitoring, and quality control departments covering 11 products including refrigerators, air conditioners, washing machines, and flat panel televisions.

Since it began operating in October 2011, CSC has initiated a succession of pilot projects in related activities, centered on the objective of "relying on scientific research to serve enterprises". This course was also based on the needs of the Haier Group, which manufactures a large number of products subject to the administration of energy efficiency labeling, involving a wide range of personnel. Training materials for 11 product categories were specially developed at the company's request. The training materials covered the legal basis of energy efficiency labeling, as well as the related administration scheme, implementation rules, registration procedures and requirements, interpretation of relevant preferential policies, and standards and test methods. The course was divided into general and specialized classes. At the end of the course, participants underwent targeted tests.

A satisfaction survey revealed that 90% of the participants found the training extremely pertinent. In particular, it played an indispensable guiding role in helping the relevant personnel to raise the energy label registration pass rate, as well as helping R&D personnel to understand the relevant policy requirements during the design stage. Furthermore the training organizers at Haier Group requested to continue promoting this training model in follow-up cooperation with the CSC, as well as during implementation of the new national policies and programs for energy conservation and emission reduction under the 12th Five-Year Plan.
